You can only pardon federal crimes, not state crimes. So no Biden can’t pardon him

If it were a federal crime sure. But this is more than likely a state level charge.
According to the Department of Justice’s Office of the Pardon Attorney, yes. Nixon received such a pardon, as did Vietnam draft dodgers.
He pardoned his son for crimes he hadn’t even been charged for.
